[02:25.140 --> 02:34.060]  I found that in 1913 when they first passed the income tax into law, it applied to non-resident
[02:34.060 --> 02:38.660]  aliens with U.S. source income, foreign corporations with U.S. source income, and U.S. citizens
[02:38.660 --> 02:41.100]  resulting abroad with foreign earned income.
[02:41.100 --> 02:46.540]  And it talks about the, they're called withholding agents, the people that are involved in the
[02:46.540 --> 02:51.500]  flow of U.S. source income to the foreign person or foreign corporation.
[02:51.500 --> 02:53.020]  It talked about them.
[02:53.020 --> 03:02.540]  And in the book, I detail, in that book right there, I detail the treasury decisions in
[03:02.540 --> 03:09.420]  which the treasury department says a 1040 is to be used by non-resident aliens and they
[03:09.420 --> 03:14.820]  say it again and again and again and again and again.
[03:14.820 --> 03:21.140]  And they never once, from 1913 until right this moment, they have never once said you
[03:21.140 --> 03:24.540]  or me is to touch a 1040.
[03:24.540 --> 03:25.540]  Okay.
[03:25.540 --> 03:29.140]  Now, so I'm reading these regs right from 1913.
[03:29.140 --> 03:36.140]  And I say in the book that if the return starts with a 10, in the book I call it 10XX, so
[03:36.140 --> 03:41.140]  it can be 1040, 1041, 1042, what have you.
[03:41.140 --> 03:45.260]  But as I'm reading these 1913 regs, the same thing.
[03:45.260 --> 03:50.540]  It's the 10 series, but now they have ones that don't exist today, such as the 1008 and
[03:50.540 --> 03:52.740]  the 1011 and the 1013.
[03:52.740 --> 03:56.060]  But as you're reading through the regs, guess what?
[03:56.060 --> 04:00.100]  These are all for non-resident aliens and foreign corporations with U.S. source income
[04:00.100 --> 04:05.540]  or their withholding agents and they use the term withholding agent back then just like
[04:05.540 --> 04:11.740]  they still do today in the law, 1913 to 2019.
[04:11.740 --> 04:17.940]  Nothing changes because the constitutional powers granted to the government, the federal
[04:17.940 --> 04:23.740]  government concerning taxation don't allow for anything else.
[04:23.740 --> 04:27.580]  People always ask me, well, if what you're saying is true, Dave, and it gets out, won't
